After I upgraded my Surface Pro 3 to Windows 10 build 1607 from Windows 8.1, the charger was not working anymore and the screen displayed “plugged in, not charging” error. The battery driver become corrupt during update process, and you need to remove and re-install it.

* Open Control Panel, go to Power Options. On the left side pane, click on the Desktop mode battery charge option.

* Within Battery Meter, go to Desktop mode tab, check Disabled box, and click Apply > OK button.
* Then unplug and plug the laptop back in.
HP Pavilion dm4, HP Slate500:
uninstall the battery and the charger from the device manager and then rebott and that did work.

If the above methods don’t resolve your problem, try this way:
* Unplug power cord, shut down your PC, and remove battery.
* Put the battery back in, connect the power cord and power up your PC.
* Open device manager, find two items, including Microsoft ac adaptor and Microsoft acpi compliant control method battery, and disable both of them.
* Repeat the 1-2 steps and return to enable them again.
* Put your Laptop to sleep mode for 5 to 10 minutes, without plugged * Then plug it back in and it should charge normally.

Disable Laptop Battery
- Oct 11, 2018 I know charging automatically stops when the battery is full, but since this dock charges when connected, my battery is almost always full (or very close to full) which is unhealthy. Is there a way to disable charging to protect the battery? Either as a feature of the laptop, the OS (Windows 10) or the dock itself?
